Strategies for improving the child welfare system

An intro to Bloom's Child Welfare Playbook

What is the playbook?

The Child Welfare Playbook is a collection of practical strategies to prevent family separation and improve outcomes for children and youth in the child welfare system. Researchers and content strategists at Bloom worked together with child welfare agencies from across the country to identify successful approaches, document them clearly, and make them available for anyone to adopt and adapt.

Find strategies, stories, and resources grouped by these topics:

  • Prevention
  • Supportive relationships
  • Background checks
  • Emergency placements
  • Kin engagement
  • Foster parent recruitment
  • Caregiver licensing
  • Caregiver retention
  • Supporting older youth

Everything in the playbook is designed for immediate use, including templates, checklists, policy language, and implementation guides. Feel free to copy anything you find useful.

Who contributes to the playbook?

The playbook is maintained by a working group of child welfare professionals from every state, many tribes, and most territories. The group meets every month to focus on specific child welfare challenges. Outside of our monthly meetings, Bloom collaborates with working group members to design, develop, and write the playbook.

We welcome any child welfare agency, organization, or individual with expertise to join us. There is no cost to participate and meetings are held once or twice a month. Email us at members@childwelfareplaybook.com to join.
